  4. Project Description on Experience to Date

    1. Project Description

      1. Problem:

        A coordinated effort between DPS, CNMI Council on DD, NMPASI, and DPH to improve access and availability to services to individuals with TBI. There is no data on TBI in the CNMI nor any support groups. It's our intent to address these issues by improving the Four Core Capacity Components.

      2. Goals and Objectives: List up to 5 major goals and time-framed objectives per goal for the project.

        Goal 1: The goal of the TBI project is to expand and improve the CNMI’s capabilities, which would enhance access to comprehensive and coordinated services for individuals with TBI and their families.
        Objective 1: Convene a broadly represented, culturally competent, person and family directed advisory board from governmental agencies, healthcare organizations, social services, educational institutions, other stakeholders, and to include individuals with TBI or their families for the TBI Advisory Board.
        Objective 2: Task NMPASI to conduct a more comprehensive needs and resources assessment for the CNMI using the current needs and resources assessment document and other existing resources such as the TBI Needs and Resources Assessment Tool.
        Objective 3: Complete the CNMI TBI Action Plan that is under development that will make recommendations to CNMI leadership, which may serve as a basis for policy development, changes, or expansion for TBI services that is culturally competent, person and family directed.
         
      3. Activities/Methodology undertaken to meet project goals:

        Lead Agency: Send letters to CNMI Council on DD, NMPASI, and DPH informing them of NGA and that DPS-OEMS will be the lead agency. Statewide Advisory Board: Invite representatives from governmental agencies, healthcare organizations, social services, educational institutions, faith-based organizations, media, and individuals with TBI or their families to serve on the TBI Advisory Board within 30-90 days of NGA. Review grant objectives and methods and assist in conducting a comprehensive N&R assessment. Determine goals and objectives for the 2nd and 3rd year of grant and place emphasis on TBI legislation. N&R Assessment: Contract NMPASI to conduct a comprehensive N&R assessment. NMPASI will collaborate with the TBI Advisory Board through CNMI Council on DD, and DPH to identify barriers to services and support in both public and private sectors. NMPASI will conduct 2 surveys a year about TBI to include responses from individuals with TBI and their families and provide quarterly reports to the TBI Advisory Board. Action Plan: Contract NMPASI to complete the TBI Action Plan using the completed comprehensive N&R. Conduct a public forum for the community and invite individuals with TBI and their families to provide feedback on results. Publish and disseminate results of the completed TBI Action Plan. Make recommendations to lead agency to prioritize resources and select appropriate activities for implementation grant. Engender interagency support through MOUs ad letters of commitment.

      4. The first three Healthy People 2010 objectives which this project addresses are listed below.


      5. Coordination: List the State, local health agencies or other organizations involved project and their roles.

        Interagency collaboration is inevitable due to the nature of the proposed goals and objectives, which has brought together stakeholders through the establishment of the CNMI TBI Advisory Board through the CNMI Council on DD. From the beginning, the DPS-OEMS has initiated positive collaboration with the CNMI Council on DD, NMPASI, and the DPH in consultation with the CNMI MCH and the U.S. TBI TAC.

      6. Evaluation : briefly describe the methods which will be used to determine whether process and outcome objectives are met.

        The DPS-OEMS and its partners in collaboration with the TBI Advisory Board through the CNMI Council on DD will monitor and review strengths and weaknesses through quarterly meetings and conduct evaluation processes at different levels for each of the four core capacity components. The process will use an evaluation scheme known as empowerment evaluation, which will allow input and comment on this project and process from the community to include individuals with TBI and their families.
